Multilingual Education in Kazakhstan as the Innovation process
Nowadays
contemporary Kazakstan’s society is social modernization and desire to global
integration processes, where the leading position in the process is an
innovative education. It is known the society develops
successfully and harmoniously enter to the line of leading countries of the
world, which will be able to create worthy conditions to get high- quality and
modern education for citizens.
The
leader of the State N.A.Nazarbaev has determined quite high objectives for
national education. The Education must be a competitive, high- quality, thus,
Graduations of Kazakhstan’s school will easily continue their studies at
foreign high schools.
The
introduction of teaching three languages in educational process of secondary
schools –it is certainly an important step towards to realization the
Conceptions of development of education system of Kazakhstan until 2015, one of
the basic conception is learning three languages, Eurasian multiculturalism and
communication. The main aspects of conception about graduations who should know
foreign languages, it is essential aspect. It is vital necessary because
intensive pace and level of development of science and technology all over the
world require knowledge of foreign languages fluently for more quality and
getting all approaches such as theoretical and practical units, skills and
abilities. These regulations have been implementing at schools, where the
teaching is conducted in Kazakh, Russian, English languages. It promotes to
improve communicative skills. In additions, the teaching in three languages and
as result of using practically. It will promote to accustom to the culture and
customs of various countries. In addition, this is nothing more than creating
multilingual person. Multilingual Education
is focus on organized, up brining and development of the individual as
multilingual person, at the same time it based on mastering of several
languages as “fragment” social meaning of experiences of human, then it
embodies in lingual knowledge and skills, lingual and speech activities, as well
as emotionally – value of relationship towards language and it’s culture.
Multilingual
person is active person who mastering several languages,
representing the following stages:

The identify of speech- the complex of psycho-physiological
properties that allow the
individual to exercise speech in several language simultaneously;

The identify of the
communicative abilities- it is aggregate of
abilities of verbal behavior and use several languages as means of
communication with the representatives different linguists.
About 70 per cent of
population of all over the world possess two and more languages and this is the
most peculiar to the regions in the territory inhabited by people of different
nationalities. In Kazakhstan where the native language is Kazakh and the
official language is Russian, also it characteristic of multilingualism. The
Statistics show that it terms of the number bilingual even multilingual in Kazakhstan outstrip other countries in Commonwealth
of Independent States.
Our Republic is multi-
ethnical country, in where there are more 130 nationalities live peacefully. It
could not respond to a new direction of pedagogical thought. The new
conceptions of education were developed with conceptions of ethno cultural
educations that provide details of a multicultural personality on the 90 of the
last century. According to this concept, “the multicultural person is
individual with various linguistic consciousness’s”. Knowledge of native
language and state language, learning foreign language widen students’ outlook,
contribute it’s polyhedral development, form on tolerance and form view of the
world. This definition gives us an idea of what should be a new generation.
Therefore, teachers of
foreign languages of multilingual
education is not understood only introduction with the culture of English –
speaking countries, but also an introduction to the features of life Kazakhs,
spiritual inheritance of Kazakhstan and its contribution to world culture.
