Peculiarities of customs
rules in Ukraine
The State Customs
Service of Ukraine (SCSU) is a specially authorized central body of executive
power in the area of customs practice that was created in 1991 with the mission
to direct, co-ordinate, and control the activities of customs authorities,
specialized customs institutions and organizations in implementing the laws of
Ukraine on customs practice.
Ukrainian Customs
is oriented towards the efficient fulfilment of the following basic tasks (table
1).

The passing of
persons, vehicles, cargoes and other property through the frontier of Ukraine
is carried out after realization of the boundary, customs control, and in the
appropriate cases also sanitary, ecological, veterinary, fitosanitary control, the control of export from territory
of Ukraine of cultural values, the others state kinds of the control. Customs
registration may be completed only after the termination (ending) of the
specified kinds of the control. The control of persons, vehicles, cargoes and
other property, which go through frontier, at the entrance to Ukraine, begins
with the boundary control and comes to an end the customs control, at departure
Ukraine begins the customs control and comes to an end with the boundary
control.
Prohibited to
import into Ukraine:
a) Means of transportation that are 5 or more years old for permanent use
on the territory of Ukraine, for selling or breaking into parts, except for
cases mentioned above;
b) Strong, poisonous, radioactive, explosive substances, other objects that
can harm the population and animals or contaminate the environment;
c) Printed materials, cliche, films, negatives, photos, movies, videos,
computer disks, scripts, records and other audio recordings, drawings, and
other printed materials that contain propaganda of war, racism, genocide etc;
d) Objects (goods) that are prohibited to import by the Ukrainian
legislature;
e) Objects (goods) that are imported against the rules of industrial or
intellectual property;
f) Food products without the relevant certificate.
Prohibited to
export from Ukraine:
a) Objects (goods) which require state warrant, except for personal
belongings;
b) Precious metals, stones and their produce, cultural valuables with a
purpose of sale;
c) Strong, poisonous, radioactive, explosive substances, other objects that
can harm the population and animals or contaminate the environment;
d) Objects (goods) that require veterinary, ecological, sanitary or
phitosanitary testing are allowed only after passing such testing at the
correspondent station.
Objects
prohibited to transit through the customs territory of Ukraine:
a) Arms and ammunition of all types, military equipment;
b) Flying devices, their parts and equipment;
c) Machines and presses used to produce arms and ammunition of all types,
flying devices and their parts;
d) Narcotic substances;
e) Radioactive objects and substances;
f) Strong, poisonous, radioactive, explosive substances, other objects that
can harm the population and animals or contaminate the environment;
g) Objects (goods) that are prohibited to import into Ukraine by the
Ukrainian legislature.
