Obtaining
high-quality vocational education is a complex problem whose solution allows
the existing and future needs and challenges. Modernization of the education
system control - an important social problem, whose solution provides the
necessary improvement in the quality of training at at school.

necessary improvement in the quality of training at the university. Objective means
of quality management training are:
model of the
educational process;
scheme assessing
the quality of education a person receives, aligned with the system of subject
knowledge and professional goals in your chosen field of activity;
assessment of the
possibility of changing the educational system, providing improved quality of
education provided.
Information system
for quality management education is the foundation of modern conditions of
management and is based on an integrated field of knowledge, containing
structural and semantic representation of various models and evidence, as well
as mechanisms for their processing.
Create an
information system of quality education is part of the modernization of
management systems training.
Analysis of the
practice assessment of education quality in domestic and foreign educational
institutions can establish the existence of two approaches to assessing the
quality of providers and recipients of education.
The first approach
is to ensure the needs of students in an objective assessment of the quality of
their education, the second - with the applied technology assessment.
In the first case,
the criterion of the quality of education is the level of personal fulfillment
in their professional activities. Assessment of quality of education is carried
out for the objective fixation from training and is designed primarily for the
student, which is more anyone interested in improving the quality of education
in improving their own competence in solving professional problems. Proponents
of the second approach, the main criteria for the quality of education consider
the external parameters: performance, conditions for organizing the educational
process, the number of scientific studies, etc. Students in this approach is
regarded primarily as a "raw material" for educational institutions,
and only then as a consumer of the quality of education alone on a par with
equivalent consumers - businesses, organizations and government. The main
purpose of education is to identify and ensure the real needs of consumers of
education through the selection of high-quality "raw" and bring it to
high-quality "product."
Simulated
information system of education quality evaluation uses both these approaches
and is based on the location and provision of information, particularly student
learning about the connection with the main professional tasks, the selected
areas, as well as information about the contents and forms of self, the
organization of educational process, etc. Assessment of quality of education is
carried out in accordance with the requirements of state educational standards
and curricula, as well as constantly being developed, unambiguous,
understandable and personally meaningful for students, faculty and
administrator standards.
The main criteria
for the quality of the vocational education were identified:
• specialist assigned
fundamental models needed to solve professional problems;
• acquired skills and
experience necessary to meet professional challenges and elementary
occupational problems;
• Learn how to use research
methods to develop projects in the solution of professional problems.
The main types of
vocational training objectives include: training, laboratory and practical,
real (event-based) problem.
To simulate the
quality of vocational education, the concept of "motivated
abilities", understood as a student of professional competence - a
tendency to solve professional problems. System is the ability to identify as a
professional qualification - the readiness to solve professional problems.
Feature of the concept is to ensure students' understanding of their
professional competence through the accumulation of information about the
process of acquiring professional skills during training. Model of information
system of quality education should include the following information about the
educational achievements of students:
assessment on all
types of traditional certification - the degree of theoretical readiness to
solving educational problems;
estimate for the
main laboratory and practical tasks - the degree of practical preparation for
professional management of the basic tasks;
certificates for
major real professional tasks, skills, decisions which the student has mastered
- the level of preparedness for professional work.
Types of
assessments and certificates are set for individual specialties and are
associated with major classes of vocational training tasks or individual tasks.
This can be certified for specific (major) taught subjects, the types of professional
activity carried out during the passage of academic and industrial practice,
the implementation of projects and dissertations and other types of
professional activity. As the certificate can be various documents on
professional qualifications.
Student as the
primary user of the information system of quality education, provide
information about the content and key indicators of their own education,
supplemented by a system of certificates. It can quickly and independently to
identify the current level of training in separate academic disciplines,
professional competence in the specialty as a whole.
These opportunities
are a motivating factor to achieve the best results during training, comparing
their own achievements with the general tendencies of education and the best
results of graduates, which, in turn, allows students to consciously plan their
own goals and own activities. Completed the training a student with a diploma
of vocational education in the specialty is able to obtain certificates and
other documents on the qualifications to address specific professional goals.
Use of certificates of professional tasks increases the competitiveness of
graduates in the labor market. The ability to access an open environment the
results of education allows students to plan and implement the improvement of
professional competence to meet the changing requirements of the profession.
Information System for Educational Quality Assessment provides a service the
information needs of other participants in the educational process.
During the creation
of an information system of quality education has been developed complete
concept and working prototype of an information system that supports the core
activities to assess the quality of education. Selected authors approach to the
creation of an information system based on the ideology of creating and using
arrays of poorly formalized subject and professional knowledge. It makes
possible the deployment of enterprise fields of knowledge, aimed at solving
various problems using knowledge processing technology, including the problems
of governance and decision-making.
