Process management implementation profiles for building sector
project-oriented enterprises in Ukraine
Today Ukraine implements different programs and projects which are aimed
to its economics systematical reforming and also its integration to European
business area. The highest interest point is making solution for social
economical problems. But there is no exceptional manner for its realization.
Quality systems formation requirements and process approach
implementation investigated by P. Angus, A. Betts, J. Cooper, A. Bortnik,
A. Brash, D. Brown, V. Vecherov, R. Graham, T. Davenport, J. Jeston,
R. Johnston, V. Eliferov, H. Johansson, A. Capitula, A. Klimchuk, V.
Smith, A. Lavrentiev, N. Matveeva, E. Oyhman, T. Smith, E. Popov, H.
Rammler, K. Rose, V. Repin, M. Stepanov, A. Fursov, M. Hammer, C.
Chambers, J. Champy, V. Cheglatonev and others. Unfortunately the information
provided by the authors did not find the mass use at domestic enterprises. Also
process management
implementation profiles for building sector project-oriented enterprises in
Ukraine were not mentioned.
The
purpose of these theses is to define the process management implementation profiles for building sector
project-oriented enterprises in Ukraine.
Ukrainian enterprises in building sector also more often face with the
very need of international communications forming question solution. It is the
way for financial help, cooperation for one organizations and equal entering to
foreign markets for their goods selling, new technological equipment purchasing
for others and so on.
Taking into account all mentioned above the most valuable complex spot
for domestic building enterprises business development is their strategy
forming. While it is in its planning, design, realization it can be find that
in modern conditions functional approach doesn’t satisfy criteria which are used
for effective business in context of international quality system requirements
and overseas partnership. Foreign enterprises use process approach in their
activity and manage business-processes not functional departments.
Building enterprises development activity organization strategy must be
formed on ISO 9001:2008 approach in international communications improving
context. This very standard prescripts process approach use.
It is not enough for this basis development strategy forming to make
simple economical activity business-process algorithm model description
(‘As-Is’) and transfer it to ‘Ought-To-Be’ projection. Adequate model might be
made on the view of value chain also to take into account time and costs
limits, work quality and voice-of-a-customer approach relation.
It is also necessary to use mathematical tools for business-process
design and implementation in stochastic conditions. We propose to use finding
process optimum value in accordance to limitations and direct preliminary
research of business-process ICOM-components (IDEF 0).
It should be noted that etalon business-process creation ‘Ought-To-Be’
must be made in accordance to its improvement evaluation criteria blocks based
on their context and realization and stakeholders requirements. (Information
was given in previous articles [2; 5; 6].)
This approach not only allows formulate a clear strategy for building enterprises
based on innovations developing and implementing depending on the definition of
the subject and appropriate for the project management, but will most
convenient to organizational changes and bring the organization to achieve
dynamic equilibrium. This, in turn, will reach the level of development and
sufficient to attract the interest of foreign partners for cooperation.
These proposals had practical implementation testing in domestic
building organizations. The results of it were earlier published. This
information is useful to regional innovation specialists and economics courses
students of Ukrainian universities.
