Business-processes forming method improvement

(for Ukrainian building enterprises during their European integration)

During the European integration Ukrainian building enterprises need general framework for their economic interaction construction. One element of that framework should be the process approach, which recommended by the ISO 9001:2008. This is the base standard for business if enterprises are going to work and sell goods in the European region.

Determining the method as a set of techniques or ways of understanding reality, achieving a certain goal [1] and the goal achieving method as solution of a particular task, a set of methods or operations of practical or theoretical knowledge of reality [2], a business processes forming method in accordance to a view of goods properties for consumer specific segment will be understood as specific tasks solving means to achieve business processes forming purpose and set of practical and theoretical methods and operations to achieve this state. There are some basic and alternative most convenient and commonly used methods for the business processes formation, but all they have shortcomings that were described in previous articles [4; 5].

The proposed improved business processes forming method takes into account Eurointegrational conditions of Ukraine, consumer properties of goods satisfying specific market segment, Balanced Scorecard requirements and limited resources [3; 6] and also Voice-of-a-Customer approach implementation for the enterprise.

The method is implemented with a specific sequence [5, 6]: conducting specialists teams forming of strategic business units (SBU) is at the first stage, at the second one is business selection and identify of goods (Gsi); at the third is BSC purposes forming for organizational unit; at the fourth stage is rationale and selection BSC-oriented criteria for business processes improvement, if this information is insufficient, there is a return to the stage 1 or 4 of method algorithm, if it is sufficient – at the fifth stage is 'Ought To-Be' model building for business processes that provides consumer properties goods in accordance with BSC-oriented criteria and limited resources, including updating business processes in a stochastic environment.

Then it is necessary to find a solution: whether the business processes adequate to the organizational unit or additional research is needed. If it is necessary the sixth step is conducting additional researches: 'As-Is' model, integral and criteria estimates [4-6]. If there is a reasonable chance to miss stage 6, we should go directly to the seventh stage and make gradual improvement of business processes according to the 'Ought To-Be' model taking into account goods Gsi priorities, limited resources and integrated assessment. On the eighth stage is business processes standardization, on the ninth there is the final integrated assessment.

The practical research showed a direct relationship in positive changes in the purpose function of the process approach implementing in enterprise. Moreover the use of business processes forming improved method (including providing consumer goods properties for specific market segment) for the company restructuring is more efficiently than typical general applicable method. Conducted integrated assessment Gi also shows the positive change dynamics.

It should be noted that since period when the most Ukrainian companies faced with the limited resources problem of 'Ought To-Be' model can not be implemented immediately, it should take place gradually. More details will be outlined in the following articles.

These proposals had practical implementation testing in domestic building enterprises. The results of it were earlier published. This information is useful to regional innovation specialists and economics courses students of Ukrainian universities.
