Identify priority areas of land
policy to ensure sustainable development of agricultural land use
Assessment of positive
effects and negative consequences of land reform shows that in general
conducted a significant amount of work on the transformation of land ownership,
transfer most of the land, especially agricultural land, the property of
citizens. Moment, the ultimate goal of land reform has not yet been achieved,
in particular, first, do not provide high performance, environmentally safe use
of land resources, and secondly, land relations do not meet the requirements of
the global economy – the development of sustainable land use.
Therefore, after the
most difficult phase of land reform, an important task in this area is to
regulate and improve the land and with regard to the transformation of social
relations in general, the economic situation in the country, national and
global trends in land and natural resources. It should take into account the
prospects of Ukraine's entry into the global market space and the need to
ensure competitiveness of domestic agricultural production, requiring rationalization
of land use both in terms of its economic efficiency, and ensure the protection
of all land resources and organizing environmentally sound use.
Therefore, it is
important to determine priority areas of land policy to ensure environmental,
economic and social balance – the main contemporary pidtsiley public land
policy of Ukraine in the transition to a model of sustainable agricultural land
use.
The
strategic task of modern government's land policy is to move to a model of
sustainable land use development that includes environmental, economic and
social equilibrium of agricultural land use.
The
priorities of the land policy to ensure the ecological balance of agricultural
land use should be considered:
1)
strengthening of
control functions and state incentives for rational use and protection of
agricultural lands;
2)
if the
environmental constraints on land use;
3)
the
establishment of necessary base standards, norms and standards for land use;
4)
implementing an
automated system of land tax payers and the rental of land;
5)
provide landowners
and land users about the suitability of land and quality;
6) complete inventory of agricultural lands;
7)
support
from the government stakeholders engaged in the production of environmentally
friendly products, use energy-saving and wasteless production technology;
The
priorities of the land policy to ensure social balance of agricultural land use
should be considered:
1)
create mechanisms
for effective implementation of social ownership of agricultural land;
2)
improving
methods and permanent updating of standardized currency valuation;
3)
developing
a mechanism for compensation of land owners missed revenue while withdrawing
them from the intensive cultivation;
4)
protection of
peasant landlords;
5)
differentiation
of the ground rent;
6)
encouraging rural
communities to participate in decision making to resolve land issues and
disputes;
7)
the development of
all forms of farming in order to maximize involvement of rural residents to
work.
The
priorities of the land policy to ensure economic balance of agricultural land
use should be considered:
1) improvement of public land management;
2) the establishment of necessary legal and regulatory framework for land
use and functioning land market;
3) the conduct of rural land use in accordance with
the concept of sustainable development;
4) improve the order and system of land cadastre
and land monitoring;
5) create legal and economic mechanisms for
effective implementation of property rights on agricultural land;
6) a competitive environment among potential
tenants.
Need to separately highlight
three areas of land
policy, implementation of which will
promote an economic and ecological
and social balance
of agricultural land use.
1.
State assistance in land
management, concentration and consolidation
(combining) of land for
agricultural purposes in the hands of efficient agricultural managers, as well – providing a controlled, transparent market movement of land, which
will create better conditions for the formation of competitive farms, crop rotations, measures
to protect and improve soil quality, reducing social tensions.
2.
Establishment of regional concentration
limits of land to
prevent monopolization of land
and formation of extra-large farms.
3.
Adoption
of State programs for the sustainable development of
land use and its consistent
implementation on the basis of the
necessary funds from the state and
local budgets according to the article
of the Law of Ukraine "On
Land".
