Problems and prospects of a career in government
The urgency of developing and
building a career in government is obvious, since at the moment are not spelled
out clear mechanisms not only in law but there is no theoretical and empirical
research on the subject.
Career (from the French cariera) is defined as the successful
advance in one field or another. In the general sense of a career - is the
promotion of human stages of production, property, social, administrative or other
hierarchy.
For successful career development
graduate specialization State and municipal management should have a
theoretical basis.
Basic requirements for professional
knowledge and skills of state and municipal employees are defined goals,
objectives and functions of state and local governments. In line with these
objectives, tasks and functions - public employee shall:
1) to know:
- Government of the Russian
Federation (the constitutional foundations, structure and organization of
power);
- The theory of public
administration;
- The basis of legislation,
including in professional activities;
- The basis of politics and
political governance;
- Theory and practice on the subject
of study (professional activity);
2) be able to:
- To develop projects of state
regulations in the field of professional activity.
- Analyze and predict the
macro-processes of economic, political and social spheres;
Planning and control of the business
career of civil servants is that since the adoption of the employee in the
service and to the proposed dismissal, it is necessary to organize the planned
horizontal and vertical promotion of employees to the system office or
employment. An employee must not only know their prospects for the short and
long term, but then, what indicators he should get to count on promotion.
Career development are those actions
being taken by staff for the implementation of the plan.
For successful career development is
important, not only the successful work of government, but also the personal
initiative of the employee. Knowing of his interest, his abilities and
opportunities - starting position in their careers.
By the priority actions to improve
Career Management System, civil servants are:
- Delegation of authority in career
development of civil servants staffing service;
- Training of decision makers the
methods and forms of development, providing career civil servants;
Promotion initiatives, government
officials, providing them with training opportunities in different forms;
- Introduction of a specialist
staffing staff development with the development of its functional
responsibilities, forms, links to all the structural units, not a substitute
for their activities.
Important role to prepare students
for future careers is their independent research activities in the form of a diploma
project and the opportunity to get acquainted with the supposed place of
employment and specialization "on the ground" - that is industrial
practice. This implies that special attention should be paid to the choice of
thesis topic, which may subsequently become a "seed capital" to start
building a career. Here are a few options:
1. Development of measures for the
effective disposal of municipal property (budget, infrastructure, property,
social services)
2. Formation of image municipal
social-oriented focus.
3. Marketing of public and municipal
institutions (marketing research).
5. Development programs and
strategies of state and municipal agencies.
Properly selected topic diploma
helps future specialist to get in-depth knowledge on relevant areas of its
professional activities, introduces him to the specifics of the proposed work,
its value increases in the labor market.
For the development of the social
component of the process of career planning can use the following conditions:
1. Create conditions for
self-employees, the conditions for achieving higher job status in the hierarchy
of public offices;
2. It would be more sensitive to the
selection of experts. In the public service bodies should be selected only Sami
responsible;
3. Young professionals need to
adequately assess their abilities and realize that no one will trust them not
just a high position;
4. Need to raise the competitiveness
of the employee in the labor market;
5. It is necessary to toughen
penalties for official use their powers for personal gain;
6. Men and women should have equal
rights.
The present stage of scientific and
technological revolution has led to a qualitative change in the role of man in
control, turning it into a decisive factor in the latter. Today's worker must
possess strategic thinking, business acumen, erudition, high culture. All these
requirements have necessitated the continuous development of business careers,
activities that promote full disclosure of the personal capacity of civil
servants. Which in turn is impossible without their personal interest and
active participation in the planning and building their careers.
