PERFECTION OF PROCESS OF MUNICIPAL
MANAGEMENT
The
authority closest to the population - rural settlement. On work of the given
body depends, in what conditions there will live people. Perfection of process
of municipal management in rural settlement is necessary for maintenance of
social and economic development of the population of village. The urgency of
research of the given theme consists in it.
The
main financial basis of local authorities – local budgets. In this connection
it is necessary to pay much attention to drawing up of the budget and its
correct execution. It is necessary for rural settlement to operate the
municipal finance independently: to plan and execute budgets of settlements, to
finance account obligations, in it there are some difficulties. New approaches
should be realized in difficult conditions as sharply there is a problem of
shortage of shots: often one person needs to conduct both the budgetary account,
and accounting of execution of the estimate of establishment. It is not
necessary to speak about attraction to work of highly skilled experts.
Strengths
of rural settlements the Mijakinsky Village Soviet are: a favorable ecological
state of environment; presence of territories, suitable for agriculture and
placing of capacities; presence in territory of large managing subjects.
Weaknesses
of rural settlement: low level of incomes of the population and a population
state of health; low budgetary security; the big deterioration of fixed
capital.
Thus,
perfection of process of municipal management in rural settlement the
Mijakinsky Village Soviet consists in the following: 1) creation of conditions
for effective development of economy (development of small-scale business and
population involving in economic life of settlement). 2) creation of conditions
for qualitative social service. 3) perfection of system of local government
(control system introduction by results, formation of new requirements to the
key personnel of local governments, formation of organizational culture,
increase of level of an information openness of local government, expansion of
use of information technology).
All
created conditions conduct to social and economic growth, increase in receipts
of taxes and increase of a standard of life.
