It is impossible to build an active civil society, only having accepted a number of statutory acts. It helps to correct the concept of social policy of rural settlement at the expense of direct opinion of the population on required changes. Ideas of a lawful state and the democracy principle should become an integral part of our everyday life [1].

In each settlement by meeting carrying out the head who works subsequently on public principles is selected, expresses wishes, requirements and population offers, will organize participation of the population in local government and rendering of the direct help in the decision of local problems. At each type of local community the criteria of quality of life. To find a point of growth and development in each concrete place, it is necessary to define, at least, an especial initial social and economic position of this place. It is necessary to make strategic planning which is process of search of the best future for municipal union for realization of interests of inhabitants of rural settlement and correctly to define ways for achievement of this purpose. Provide realization of interests of inhabitants of municipal union those municipal employees who represent interests of the citizens, instead of interests of officials and the authorities can only.
