Development of small business in the states CIS

Experience of the developed foreign countries shows that the state policy concerning small business is an important independent system direction of a social and economic policy of the state according to the core national interests. It is under construction on the basis of creation of legal conditions for favorable development of sector small business, especially in those lines of activity which give the maximum social and economic effect as in the country or region, and in aggregate the countries (an example-European the Union).

The special legislation regulating all complex of questions of support small business is applied to realisation of a state policy, the system of government programs of financial, technological, external economic, information, consulting, personnel assistance by small enterprise with use of the centralised sources and special schemes of financing is realised.

Today small-scale business plays a considerable role in economy of the states-participants CIS. Increase of a role of small-scale business against the general slump in production testifies to its high potential which allows to lower social intensity, to compensate unemployment increase at the large enterprises, to create new workplaces.

Being the powerful lever for the decision of the whole complex of political, economic and social problems, small business, owing to the flexibility and mobility, can play an important role in economic integration of Kazakhstan. Communications with it begins necessary to concentrate effort executive and a legislature of the states-participants CIS, international the organizations on cooperation in the field of development and small-scale business support. First of all, it is necessary to generate the complete system of legal certificates reflecting interests small business of the states-participants CIS with a view of creation "favorable enterprise climate", necessary conditions for small-scale business development.

Defined the attention already is given to the decision of these problems within the limits of the Commonwealth of Independent States.

The modeling law "About state is developed and recommended for use in national the legislation to support of small business", the project of the recommendatory act for the simplified system of the taxation, the account and the reporting is developed for subjects of small business which is considered and approved basically on the Advisory council.

Thus, with a view of identification the legislation, logical is fastening within the limits of Commonwealth of position that by the subject of small business the subject registered both in territory of the state of a site, and in territories of other states-participants CIS, granting will be recognized the privileges established by it by the states for the subjects, except for those privileges which cannot be given in connection with the restrictions established in a legislative order.The same approach is necessary and at reception of licences. The licences, the states given out in territory its site, should admit and in territories of other states-participants The CIS, except for cases when the licensed kind of activity can be carried out only in territory of the state of stay of small enterprise. All it would promote creation of uniform conditions for MT development, to market economy perfection, market saturation competitive the goods and services, to occupation level increase, attraction both internal, and external investments, to an establishment and development of business contacts between subjects of small business of the states-participants of Commonwealth, would allow to lift on qualitatively new level integration of economy of the CIS countries
