The innovation
activity of the university – “The Model ground”
Annotation.
The
formation of scientific and technological parks, incubators of technologies,
model grounds, which represent the interface between university and economy,
university and social sphere of the region, which should commercialise the results
of scientific researches, bring them to a ready product and transphere to a
real sector of economy becomes necessairy in the conditions of the market
economy.
In our
case the model ground, that represents specialised
educational-scientific-industrial complex, is urgent.

I. Introduction
Nowdays,
in Kazakhstan there is a certain disbalance between the demand of enterprises for
high-qualified specialists, who possess the necessary high-leveled professional
knowledge, abilities and skills in certain activity, on the one hand, and
limited possibilities of universities to satisfy this demand, on the other
hand. It happens because of the following reasons:
- The conjuncture of
market of labour is not regarded while forming and accomplishing the
educational order by the educational institutions;
- Employers often
don’t indicate their demands to a profession and don’t take part in the
specification of the educational programmes while preparing for a certain
working place;
- Educational
institutions are not ready to provide the education of graduating students for
the most popular professions;
- Enterprises deny of
taking graduating students, by the ending of their education because of the
cutting down of their manufacture;
- Students don’t show
much motivation to mastering their knowledge, abilities and skills, that’s why
they can’t find job because of their incapability to fulfil the emploers’
demands[1].
The
making of university complex, which provide the integration of the educational
progress, scientific-technological researches and elaboration with the real
enterprises is the decision that we need. Such integration should allow us to
use materials and experienced resources more efficiantly, to provide faster and
more flexible adaptation of the system of professional education to the changes
of the market of labour, realization of large scientific-technological projects
and programmes of regional and federal levels[2].
Such
complex allows to activate the scientific work in the university, to raise its
efficiency, to strengthen connection with different enterprises, to attract
scientists, teachers, postgraduate students, perspective young specialists and
students to make real scientific-researching works in the interest of
enterprises, to provide a special preparing of specialists for enterprises[3].
ll. Setting of the problem
The aim
of this work is planning and introduction of the educational system “The model
ground”, which is the means of the increasing of practical knowledge teaching
quality for technical specialities of the universities. The functioning of the
model ground consists of the setting of the problem, modelling of industial
situations, taking the decisions, forming the industrial situation.
In the
common sense the model ground should solve the following main problems:
- To form concerned
and grounded students, being an open and available system;
- To provide
qualified fundamental education, based on heuristic principles and integration
with modern scientific researches;
- To provide laboratory-information
basis of education and realization of scientific researches;
- To form the system
of the reproduction of the university’s complex potential;
- To provide
available ways of placement of the majority of students, graduate students.
The
integration of the educational process to the industry and increasing of the
teaching quality (learning the material) through the students’ creative
realisation is the main function of the model ground.
The
functional connection that is expressed in the information of manager (order)
and dirigible (students, project) systems is realized in the model ground. This
information is used for realization of the main management functions.
The
main principles of the model ground’s introduction
- Carrying out of the
marketing research of outer and inner surroundings;
- Elaboration of the
model of demanding knowledge;
- Elaboration of the
specialist’s model;
- Testing of the
educational plans, standards and working programmes to find out what is common
with industry and to produce the strategy of the realization of independent
work of students and teachers (IWST) for forming topics of seminars;
- Determination of
scientific-technological direction of the model ground;
- Elaboration of the
practice programme, according to the principles of the model ground existing;
- Making an
informational-technological providing analysis;
- Analysis of
innovation educational methods – playing;
- Elaboration and
preparing of materials for the model ground’s working;
- Preparing of the
parallel education;
- Making diagram of
the ground’s job – diagram of consultation, defence of a projects and seminar’s
realization;
- Forming of the
laboratory-informative basis of the model groung;
- Preparing of the
technical documents on the model ground.
The
model ground should consist of four components, which differ according to their
functions. The main body includes the staff, that fulfil the main industrial
functions. Leading bodies are on the top. The midst transfer leading influence from
the top to the main body. The technological structure connects experts, who
provide the work of other subdivisions and determine the technology of the main
body’s functioning[4].
The
development of such ground leads to an increasing role of technological system
of the faculty. Usually the system of the management of teaching process
quality, system of the informational supporting on base of computer
technologies (resource center), library (that is more often called – learning
centre), structure, that provides the copiing of documents, press and other
similar systems are regarded as technologies of the main body.
The
results of the technological system job (let’s name it services) can be
regarded as independent products of the university’s activity. Fundamentally
this product is consumed in the university. However, the modern tendency is in
fact that the university more often and often offers to detached people and
organisations to use it’s technological system. It is regarded as a possibility
of using the library, possibilities of the university for realization of
conferences and seminars, the possibility of consulting[4].
III. Results
The
model ground allows[3]:
- To provide a new
level of training of specialists, scientific and scientific-educational
personnel;
- To create the
indivisible creative sphere for students, graduated students, teachers and
industrial specialists;
- To form the center
of the scientific-technological culture of the manufacture, the center of the
spiritual and cultural development, gathering of the creative force of the
university.
The
result ot the model ground job is the integration of the educational process to
the manufacture.
IV. Conclusions
Nowadays
the development of the educational system in Kazakhstan can be regarded as the
necessity of the persistent, leading, open education, that means the training
of the sub-faculty’s personnel for long term directions, to make a parallel
education of students and to provide the educational process. So we have well
qualified personell that can give good consultations. Such way of the
personell’s preparation can allow to plan beforehand the scientific-industrial
activity of the sub-faculty, so we have the persistent process of the
educational process integration to the industrial sphere. The model ground is
the center of the innovation activity.
The
integration of the educational process to the industry is the logical result of
the model ground functioning. So the development of the model ground can allow
us to solve many problems, which are connected with the training of the
students and their rapid adaptation to the industrial activity. Finally it will create the possibility to
restore the intellectual potencial of enterprises and to renew the manufacture
with the help of scientific technologies in an optimum space of time.
