WAYS OF
CO-OPERATION BETWEEN GOVErnMENT AUTHORITIES AND UKRAINIAN SHIPS' CHANDLERS
In the context of
further development of the Ukrainian ships’ chandlers great attention has been
paid for creation of the proper legislative base. And this co-operation will
provide creation of conditions for the increase of the competitiveness of the
native ships’ chandlers at the World market of marine transport servicing and the
same for expansion of the foreign economic relations between the Ukrainian and
foreign ship-owners and ships’ chandlers.
For solving these tasks in
1999 has been established the Ukrainian National Association of Ships’
Chandlers (UNASC) as a non-government and non-commercial institution which will
unite all professional ships’ chandlers and which will present direct their
interests to the government.
Five companies: “Marko Ltd”,
“Electric Engineering Ltd”, “MCC” and “Marcom”
have come forward as the founders of the UNASC. (See Fig.1)
In 2006 such
enterprises as “Fortuna-Transit” and “TO-NAR” have become members of the UNASC.
Association UNASC is a member
of ISSA (International Association of Ships’ Chandlers) and also is a member of
O.C.E.A.N. (European Association of Ships’ Chandlers).
Mission of the Ships’
Chandlers Association is to unite the efforts of the Ships’ Chandlers for having
influence on the conditions for their activities in the field of marine
transport servicing and first of all to grant the Ships’ Chandlers the
legislative level of legal status and to create the specified normative base
which directly concerns the process of the laying in stock the reserves onboard
the ships and servicing the ships in the ports.

The primary objective
of the Association according to the Status is to raise the image of Ukraine as
being one of the international centres in marine servicing. Its tasks are as
follows:-

to promote the Ukrainian Ships’ Chandlers activities
and to increase their image both in Ukraine and beyond its boarders;

to represent the interests of its members at the
international level;
-
to arrange conditions for development proper relations
between the Ukrainian Ships’ Chandlers and the ships’ chandlers from other
regions and from other countries.
Strategy of Ships’ Chandlers Association covers the
co-ordination of ships’ chandlers activities, government authorities and
international organizations in introducing working standards during the
performing of integrated servicing of the marine transport. It should be mentioned that the tasks
concerning the provision of the effective servicing of marine transport in the
fields of production and trade relations in the world economy remains as priority, regardless of the economic cycle
phase. However there arisen necessity to clarify permanently the features and
progress trends of local segments in the market of the marine transport
services.
To the most
important principle of effective development of infrastructure complexes and
trade relations between enterprises of marine transport belongs the developing of the main and obligatory rules system and
regulations and norms of function activities of fleet and ports in the update
world market of the transport services.
For implementation
of the strategy and purposes of the Association of the Ships’ Chandlers has been suggested the following
model of co-operation between the ships’ chandlers and government authorities
and international organizations (See Fig.2):

Proposed amendments: Ship’s supply and ship’s spare parts and reserves, which arrive by
transit for putting them onboard the
foreign vessel, the owner of which is non-resident, may be used due to its
designation (purposes) during vessel’s staying in the Ukrainian port. |
The
carried out monitoring of the ships’ chandlers activities, who are busy with
supplying the ships and also the performed analysis of the standard-legal
regulations, permit us to make a conclusion about existing a lot of problems,
particularly connected with the controlling approaches to the reserves, being
supplied onboard the ships.
Performed programmes for the last decades by the leading countries on
development of marine trade navy have brought the substantial changes to the
informatively-logistic model of the effective activity of the ships’ chandlers.
The parameters of globalization, intensification of unbalanced factors in the
production field, predetermine priority of proportional development of local
and national transport systems. With this progress trend of the marine transport at
the world market are closely associated the tasks of optimization of increasing the
production capacities of the enterprises, which form the local complexes at the
time.
In spite of the continuity of
transporting process, has remained the
problem of uneven work in separate links of logistic chain. Long time waiting
for servicing the ships in ports and at the marine terminals witnesses about
the absence of required proportional development and regular loading the
capacities, particularly at the transport junction in Odessa port. This problem
has been solving by organizational work on the basis of logistic technologies
and inter-modal transport communications.
