The spectrum of study of financial|cost| policy
in Ukraine has a tendency to
expansion. The
included in a market
economy enables for domestic
financiers access to
scientific and practical
luggage of financial
mechanism of worldwide economic policy which during many decades was for us closed.
Finances -
one of difficult
categories in economico – right
science. In modern world practice use
the both extended and
narrowed interpretation of this concept. In wide sense finances present by itself motion of all types of cost
sizes and them
teoretiko – right reflections in consciousness of legal of both primary
subjects of legal consciousness (physical persons) subjects and second (legal entities) in an
economic process, which
structurally adapt oneself at financial legal consciousness of both
users - primary subjects
of legal consciousness and for producers, as a rule, second subject of legal consciousness which (legal
consciousness) is the sistems
of traditional, mentally structured
ukraine sense of justice

The question
is about all forms,
including
money-and-credit. For the analysis of
budgetary problems
the narrow
understanding of term is used.
Process of functioning of the
financial system and financial
sense of justice, that has, as a rule, uncrisis cycles|runddown| of social activity (when a succession is
observed in financial
legal consciousness), for
implementation of certain goals at the level of the state is a financial policy|politics|. The basic task
of financial policy of Ukraine in XXI ages,
apparently, consists in achievement
of macroeconomic right equilibrium between the combined
demand and aggregate supply. In this regulative process|Carbro| all elements of the financial system and reflections participate in financial sense of justice.
On issue of
becoming of financial
policy in Ukraine it
should be noted that one of terms of
successful work of
financially-legal mechanism is
making of the new
understanding of meaningfulness of financial resources, that is impossible without forming of high cycle of social activity of
financial legal consciousness,
which is now at crisis level of social activity, when not succession in financial legal consciousness as
sociology feed-back or
verification of effective effect
of financial policy [See|q.v.| 2].
