The system of professional competence   of the future expert should correspond to its basic functions as training, developing, bringing up.

Training function consists in formation of bases of professional competence of  students on the basis of mastering by it in the course of training of system of scientific knowledge of essence competence  the approach, essence of is professional-personal competence etc. and mastering by ways of self-educational activity in the course of expediently organised independent work on system «the information - knowledge - the information».

Developing function is shown in its orientation on development intellectual, emotionally-strong-willed and motivational spheres of the person of the student in the course of knowledge, decisions of necessary problems on management of the self-educational activity.

In the course of training at the future experts abilities to creative thinking, to forecasting and a reflexion should be developed, the basic psychological mechanisms of self-education, self-development and self-determination are generated. Statement and the decision in the course of training of developing problems, orientation to the organisation of educational activity of students on the basis of the most effective from the point of view of their intellectual and creative activity of theories and technologies becomes feature of realisation developing functions.

Bringing up function of model consists in realisation of educational potential of process of the training directed on social-determination and professionalizing   to the person of the expert, its formation as carrier of the general and professional culture. Good breeding of the person is defined first of all by system of its relations to the world and to itself, shown in valuable orientations, installations, sights, outlook, and , in requirements and interests, the purposes and motives of activity. Realisation of bringing up function assumes mastering, development and assignment by the student of system of universal and professional values, norms, ideals, the purposes which is carried out not so much by a way of their translation, how many in the course of the decision of system of educational problems in specially organised conditions of interaction and cooperation of the teacher and students, students among themselves, providing development spiritual both socially significant needs and motives in the course of transition from collective to individual forms of educational activity.

 Thus, educational function of model provides socialisation and  persons of the future expert, and also realisation of cultural-humanistic function of formation.

That shown  functions of model, which is professional - personal competence of the future expert should find reflexion in the raising of the teacher of the triune purpose of training: didactic, developing and educational. It is necessary to pay attention that the traditional treatment of the first of them as educational does not correspond to modern representations about essence of concept "formation" which is not reduced to teaching . In essence, all three purposes provide realisation of the educational purpose of training.

Thus, the model of the expert should comprise requirements to level of its professional-personal competence (teaching), to a level of development and good breeding of the student in the given direction as a whole.

Professional competence has been defined by us as interactive professionally significant quality of the future expert. What is its structure and what are conditions of formation of the given quality?

In researches of psychologists on  problems  of higher school M.I.Djachenko and L.A.Kandybovicha is noticed that properties and qualities -the  complete expression of the person including informative. Motivational, emotional and strong-willed components in the original is the  combination both under the maintenance, and under the display form. So, for example, independence develops from understanding, corresponding situation assessment and choice of a way of behavior.

Knowing the nature and psychological structure of this or that quality, it is possible to use more successfully educational possibilities of various subjects and high school conditions as a whole.

The beginning of formation of quality is the understanding of the fact,  events. Further there is a mastering and development of the positive relation to acquired, confidence of its validity. Then there is a synthesis of intellectual, emotional, strong-willed and motivational processes, transformation into steady formation - quality. For example, in the higher school education of interest and love to the selected trade is reached by development at students of correct representation about public value and the maintenance of work in the field of the trade, about laws of its development; formations at each student of belief in the professional suitability, and also clear understanding of necessity of mastering by all disciplines, the kinds of the preparation provided by the curriculum of given high school; formations of the ideals connecting personal aspirations and the vital purposes of the student with problems of a society; understanding of a role of the professional work; aspiration developments to watch all progressive in activity of  advanced experts; abilities to direct the self-education on advantage to work, constantly to fill up the knowledge.

Successful education of the conscious, comprehensively developed expert meeting modern requirements of a society, to features of its future professional work, is impossible without accurate statement of problems before tutors and educators, transformations of aims of education in their internal requirement.

The end result of education of students is reached by the decision of the educational problems private, daily, constantly changing and getting the most various expression rising before the teacher, heads, and it is always important to define the nearest and more remote problems in development in each student of its professionally important qualities.

It allows to conclude all that education process self - qualities includes:

a)formation of requirement for development of this or that qualities;

b)their inclusion in active informative activity on the  mastering by knowledge of essence of formed quality,

c)its ways of showing and development of corresponding feelings, sights and belief,practical formation of abilities, skills and habits, behaviour, connected with developed qualities;

d)development of abilities to display of strong-willed efforts,
allowing to overcome meeting difficulties and the obstacles connected with observance of those or other norms of behavoire.

That is today formation of such expert is necessary, professional  competence  of whom «can become a key» to competitiveness, to possibility successful «coming into» in structure of a present society, to its active socialisation.

Thus, formation of professional competence of the  future expert, within the limits of its such major component as the  competence as readiness and ability to the permanent and to self-educational activity, it is represented to self-education by us as formation, development and regulation of individually personal qualities of the "self-formed" person of a postindustrial information society.
