Investigation the concept of "labor"
based on a dynamic approach
In contemporary Ukraine, most of
the economically active population
acts as employees, regardless of type of employer -
public or private enterprises,
organizations, institutions. For this
population wage - the most
important source of income as
salary compensation is calculated, usually
in monetary terms, that under the labor contract owner or its authorized body shall pay the employee for work
performed by him [1].
These statistical studies show that
on average 60% working
in Ukraine for employment have no other sources of
income other than wages.
[2] In developed countries the wage is 60 - 70%
of the revenue officer, serving as
principal of normal
life. Other 40-30%
are of small own
business, earn interest on
deposits in the bank [2]. Thus, each employed or
speaker as the
employer is subject to personnel
policies of the enterprise.
Solution of problems of
personnel management at enterprises devoted a lot of scientific works of domestic and foreign

[7] and etc. However, such important issues as the formation of a comprehensive personnel policy on the
basis of new approaches for dealing with the nature of work and its
performance, improve organizational mechanism of administration
staff are not
sufficiently studied.
It should be
noted that the decision-making in the implementation of personnel policies with
business is one of the most complex processes, because along with the objective
factors of influence on management decisions are subjective factors related to
characteristics of the individual manager and subordinate. Despite significant
scientific contributions in the field of personnel management, the existence of
a considerable number of methods and tactics for managing people, each company
still having problem situations concerning the organization of relations in the
team, assessment of each individual contribution to the overall result more.
Thus, the
continuous improvement of mechanisms of human resource management companies,
scientific basis of management decisions on the organization, motivation and
wages are extremely important issues of today. This is due to the fact that the
transition to a market economy requires fundamental changes in understanding
the nature of work in the company, its main characteristics and factors that
affect it.
The economy of
modern innovative company provides not only the presence of a staff, which is
estimated quantitatively and qualitatively, but also flexible movement of
personnel in the operation of the business: focus employees where necessary and
bring the company's largest economic effect, and, conversely, the outflow of
workers from those production areas where there is an excess of them and there
is a general decrease in economic benefit. The complex of these factors
significantly affect the efficiency of administrative decisions, but not always
taken into account in the implementation of personnel policies of the enterprise.
